I suspect it's playing on the fact that the Balkan countries have been doing rather well in recent years in the Eurovision song contest... something a lot of the rest of Europe isn't happy about, some calling the contest Balkanovision and things like that.
It's not really supposed to be serious. But sending a parody to the contest is hardly original these days - there are always a few comedy efforts in the final, most of them tending to be better!
